SUMMARY OF MY HIGH SHERIFF YEAR

I ended my year on the 7th April 2010 by handing the Office over to James Ronald Carr DL. After the Ceremony there was a lunch in the Council Chambers at Carlisle, hosted by the Chairman of the Cumbria County Council, Cllr Roger Bingham. Before lunch there were speeches and I thanked the Chairman for the luncheon we were about to eat. I thanked the two Under Sheriffs, Hugh FitzGerald and Anthony Fitch for their help during the year and also thanked Kasey Grainger, (Hugh FitzGerald's secretary). I thanked my Chaplain, The Revd James Richards, for everything he had done for me and previous High Sheriffs, Graham Lamont and Claire Hensman. I also thanked Adam Naylor for nominating me five years beforehand.

I also thanked my husband who has been the most tremendous support to me and enjoyed the Year enormously.

I also thanked Her Hon Judge Barbara Forrester and Mrs Mary McArdle for presiding at the Ceremony and His Hon Judge Paul Batty for all his kindness. I was sorry that His Hon Judge Hughes and District Judge Park and Judge Simon Smith were not there. And also Allison Robinson and various members of staff from the Court who were unable to be there.

I only had visits from two High Court Judges during the year, the Hon Mr Justice Irwin and Sir David Clarke, who presided at the Judge's Service.

I was very sorry that arrangements I had made for the Magistrates to be part of the Cathedral Service fell through in 2009, but His Hon Judge Batty has very kindly said that the Bench Chairmen will be part of the service for 2010 onwards.

the Judge's Service was very special and my thanks go to the Dean of Carlisle - The Very Reverend Mark Boyling and his staff for all their help, and Jeremy Suter for the wonderful music, and Philip Hill for his special help with music for the service.

I was very fortunate to start my year with a dinner at Lancaster University arranged by Professor Paul Wellings and his wife Annette, which lead to a special visit by Princess Alexander to Muncaster Castle to attend a gathering of people from local Charities. As with all Royal Visits, Christine Child and Sandra Peacock arranged everything to perfection.

We also had three visits from The Prince of Wales, 1 from The Princess Royal and another from The Duke of Gloucester.

I knew very little about the work of the Mayors - the 'Chain Gang' as they call themselves and was very impressed with all that they do. And it has been especially nice to work with people nearer home such as Cllr Roger Bingham, the Chairman of Cumbria County Council, John Bateson - The Major of Kendal and Jonathan Brook - The Chief Executive of South Lakeland District Council. It has been extremely interesting to learn more about my own area.

My main theme throughout the year has been to get communities together and to this end we visited HM Prison at Haverigg, Sellafield, Energus at Lillyhall, James Cropper's Mill at Burneside, The Pencil Factory at Lillyhall, BAE Systems and lastly Innovia Films Limited at Workington. These visits were not only interesting but very well received by people who visited as in most cases they had no prior knowledge of these very special Industries in Cumbria.

I would like to express my special thanks to the Cunbria Constabulary and the Fire Service at Cockermouth. Both Chief Constable Craig Mackey and Dominic Harrison the Chief Fire Officer gave me tremendous support.

I would also like to thank Bishop James, now the Bishop of Carlisle, for letting me use Rydal Hall for our two summer parties which were a great success.

Finally, I began to feel over my Year that the Office of High Sheriff would be more effective if there was greater continuity. To this end I invited James Carr to shadow me during the last few weeks of my Office. He was delighted to do so and we both believe it would be a very good thing if this was to continue.

To this end, one of the things that James is concentrating on most particularly is integrating the work of the National Crimebeat Fund with The Community Foundation. The idea to ensure continuity is to meet on an annual basis with a group consisting of past, present and future High Sheriffs and the Police and Community Safety Officer, with The Community Foundation taking on the Secretariat Role.

I would like to thank the Lord Lieutenant and Mrs Cropper for always being there for advice or help whenever it was needed.

I could go on as I met so many wonderful helpful people but they are too numerous to mention.

Lastly, I would like to mention my wonderful PA, Katy Glass, and thank her most sincerely for all her hard work and enthusiasm. I couldn't have managed without her or enjoyed everything as much as I have. We have shared a lot of laughter.

A stimulating day with Col Tom McMullen and his Officers at the Easter Camp. It was good that James Carr, High Sheriff Elect also came along - we talked to Instructors, looked at Training, and shooting and took part and also talked and watched the Recruits training. Lunch in the Canteen. A really enjoyable day.

His Royal Highness the Prince of Wales attended by his Deputy Private Secretary, Mr Benet Northcote, and accompanied by The Lord Lieutenant of Cumbria, Mr James Cropper, arrived at Wateredge Inn where the Lord Lieutenant asked leave to present Mrs Susan Cropper, myself as High Sheriff of Cumbria, the Chairman of Cumbria Council, Councillor Roger Bingham, the Chairman South Lakeland District Council, Cllr Jonothan Brook and Mrs Fiona Brook,the Corporate Director Communities South Lakeland District Council, Mr Lawrence Conway, Owner Directors of Wateredge Inn, the Cowap family.

The Director's parents and younger members of the family were also presented as were staff at the Hotel.

The Royal party accompanied by Chief Executive, Cumbria Tourism, walked along the lakeside path to the Windermere ferries pier. Burneside Brass Band were playing at the pier head.

The Chief Executive, Cumbria Tourism, was then presenting a party of business people from the area, all connected with Tourism

The weather was not very good but it was a very warm hearted and enjoyable visit.

KENDAL POLICE STATION - BUSHER WALK, KENDAL

A long postponed visit, originally cancelled due to the November floods when I was to have met Chief Superintendent Kennedy. However, today I went to Kendal Police Station where I met Chief Superintendent Sean Robinson and have a very interesting talk with him about many aspects of 'policing' in the Kendal area.

Half way through our conversation we realised we had met some years ago when he was working with the CID.

Chief Superintendent Robinson also showed me plans for the proposed alterations for the Police Station and invited me back for a guided tour sometime when I had more time.

It was also nice to meet Julie who I had spoken to many times during the floods.

KENDAL POLICE STATION

Following my visit on 9th March I went back for a 'guided tour' of the Statiion.

I was made very welcome by Chief Inspector Tudor Griffiths (who I had known from Windermere days) and shown round various parts of the Station in relation to the proposed alterations.

I met several members of staff and was delighted to learn more about the running of the Kendal Headquarters.

Evidently the building work will be done by the same people as Durranhill with which I was extremely impressed.

A most worthwhile morning.

POLICE HEADQUARTERS - CARLETON HALL, PENRITH

The Crimebeat Fund in Cumbria comes under the auspices of The Cumbria Community Foundation and when I have attended National Crimebeat meetings in London it was very apparent that they hoped all the counties in the country would join the Organisation. To this end and in the hope of encouraging continuity from year to year in Cumbria I arranged for Nigel Burgess, National Chairman of National Crimebeat, and Tony Harratt, National Co-ordinator of National Crimebeat, to meet with Deb Muscat, Acting Director of Cumbria Community Foundation in Kendal in November 2009.

As a result of this, we agreed to try and organise a meeting at Carleton Hall to this end.

Deb arranged this and asked Inspector Dave Willetts, Community Safety Inspector if he would attend. We also invited James Carr (High Sheriff Elect), Iona Frost-Pennington and Claire Hensman (High Sheriff 2007/8) to be present, as well as Nigel Burgess and Tony Harratt.

This proved to be a very successful meeting, resulting in the following:

It was agreed:

To continue to have annual meetings. With the CCF taking on the Secretariat role. To be done by November of each year.

CCF to meet with High Sheriff to discuss their priorities for support for their year in office. To be done by February each year.

Meetings to include past, present and future High Sheriffs.

Police to update High Sheriff's of projects they are supporting via CCF.

CCF to provide funding information to Police to pass on to Officers working in the community.

Cumbria Crimebeat Fund to be part of National Crimebeat.

High Sheriff to nominate groups they have supported for national awards. This could be discussed at the November/February meetings.

Deb Muscat to meet James Carr to discuss implementing the above for his term of office. Beginning in April 2010.

I am delighted that this has been achieved.

ANNUAL CIVIC DINNER - ALLERDALE BOROUGH COUNCIL
At the White Heather Hotel, Kirkbride

As guests of the Mayor of Allerdale, Councillor Binky Armstrong and Mrs Mara Armstrong, we attended the Annual Civic Dinner with over 150 guests. We had a delicious dinner and interesting and entertaining speeches by Cllr George Scott about his Wildlife Centre, Cllr Armstrong about his year and Cllr Tim Heslop, Leader of Allerdale Borough Council about the business of the Council.

After the speeches there was dancing to an excellent disco.

We did not arrive home until 1am as Kirkbride is quite far from Windermere.

11.45am LANCASTER UNIVERSITY

I met with Mrs Paul Wellings, wife of the Vice Chancellor of Lancaster University who had kindly invited me to meet Mrs Marion McClintock, the Honorary University Archivist


There was not enough time before lunch to hear all that I wanted to ask Mrs McClintock who is a fount of knowledge on the history of the University.

She kindly took us to the new Management Centre for a delicious lunch, where we continued with our discussions.

I greatly enjoyed the visit.

At 2pm we were joined by Mrs Rosemary Rodwell and then introduced by Mrs Wellings to Miss Helen Clish, Rare Book Archives archivist who, together with two colleagues, introduced us to some of the magic of the Hesketh Collection. I gather that sadly the collection will soon be leaving the University.

A very special day for me.

9.00am - WHITEHAVEN MAGISTRATE'S COURT
Mr Tim Jepson, Clerk to the Justices, had kindly arranged for me to visit and I was warmly greeted by the Chairman and to other Magistrates. Also present were Mr Ian Killip (Chairman of the day), Mr David Collins, Mrs Charlotte Wood, Mr Frank Hornsby (IChairman of the Bench) Lesley Heron (Legal Advisor officiating) and Mr John King (Barrister).

I was made very welcome and very much enjoyed the morning. Particularly as I was lucky enough to be taken into another Court where a Children's Court was Sitting from St Beg's Primary School.

The Helena Thompson Museum where I had the honour to present PC Barker's wife, Hazel with a medal that had been commissioned by The Lord of the Manor of Workington, Mr John Cooke. He himself gave two further medals to the children. A beautiful buffet had been prepared and it was a special afternoon with the Chief Constable and other Officers present to support the family, although no-one lost sight of the sadness of the occasion

4.30pm A VISIT TO HOSPICE AT HOME IN WORKINGTON COMMUNITY HOSPITAL
I was greeted by Dr Terry Collins, The Chairman of Trustees and Linda Hewitt, Clinical Services Manager and Gillian Chadwick, County FundRaiser (who I had met before)

Dr Collins gave me a thorough overviewe of the wonderful work done at the Centre and introduced me to several people who worked there.

VISIT OF HIS EXCELLENCY MR BIRGER RIIS-JORGENSEN, THE DANISH AMBASSADOR TO WHITEHAVEN

At the invitation of The Mayor of Copeland, Cllr Henry Wormstrup we were invited to stay at The Ennerdale Country House Hotel, Cleator, as guests of the Nuclear Decommissioning Authority and to attend a Dinner welcoming the Danish Ambassador and his wife. An interesting dinner with several members of the NDA present, including Cllr Woodburn, Cllr Moore, (Copeland CEO), Gary McKeating (NMP), Bill Poulson (Sellafield Ltd), and Bob Churchill (NDA.) the object of all this was Cllr Wormstrup's desire to commemorate his family's involvement during the 1939/45 war between the Danish Fishing Fleet and Whitehaven.

19th March 2010
The next day cars arrived to take the Ambassador and his wife, accompanied by Cllr Wormstrup, followed by my husband and me and the Mayoress on a tour of Whitehaven. It was a pleasant morning and we were able to walk around the town and admire the architecture and have a coffee, after which we walked down to the Harbour where a large crowd had already gathered.

Cllr Wormstrup then unveiled a beautiful plaque in memory of the people of Denmark and Whitehaven. There were speeches and a talk by the Ambassador and Cllr Wormstrup's Chaplain after which we walked to the Beacon for a guided tour and buffet lunch. Because of a prior engagement we left at 1pm and the rest of the group went on to visit Sellafield.

Rehearsal for the Installation of the new High Sheriff Mr James Carr DL,(which is to take place on 7th April 2010) with Hugh Fitzgerald, Under Sheriff of Cumbria, his Secretary, Kasey Grainger, Christine Child, Assistant Clerk to the Lieutenancy and Mrs Sandra Peacock, Lieutenancy Office.


12.30 - Crown Court
His Hon Judge Batty QC had invited me to present a Court Award for a very public spirited gentleman who brought his 9 year old grandson along to the Ceremony. The Press were there and a very nice photograph appeared in the News and Star.

Judge Batty very kindly invited both my PA, Katy Glass and me for lunch in the Judge's Dining Room. I shall miss these occasions.

INNOVIA FILMS LIMITED - WIGTON

This visit had been arranged for November 2009 but unfortunately had to be cancelled because of the floods in West Cumbria. The Deputy Chairman Mr Bill Lowther and Mr David Beeby, Chief Executive Officer, had kindly organised a wonderful visit for us.

20 guests met at Wigton Hall for a buffet lunch after which we were taken to the Board Room and given a fascinating Presentation of the work AT Innovia, and especially what they do overseas.

3.00pm
We then drove to the factory where we had to change into protective clothing and eyewear and were split into groups of 4 for excellent tours of the factory.
At 4.50pm we were taken to the Research and Development Centre for a short guided tour and were then taken back to Wigton Hall for a delicious tea before leaving.

We went straight to Kendal Fire Station to revisit the Group and their instructors. The Group will soon finish their course.


I was presented with a lovely photograph taken on my earlier visit which I was delighted to receive and will treasure.

11.am - We revisited the Students in Kendal doing the Art Course. I had been so impressed by their work and their enthusiasm on my previous visit that I presented them with a High Sheriff's Award and a cheque for £200.I believe this will help towards a visit to see the Picasso Exhibition at The Tate Gallery, Liverpool.

My special congratulations go to the Tutors who are so enthusiastic about their teaching. There is such good rapport between students and staff.

Arthur Capstick (South Lakes Federation) and the Head Teacher of Settlebeck School were also present.

to Miss Kathleen Bottomley.

It was with great pleasure, thanks to Bill Smith, Windermere Town Mayor that I attended the 100th Birthday party of Kathleen Bottomley.

Alexandra Court is a charming retirement home where residents have their own apartments. Miss Bottomley lived there for 18 years.

Many members of her family were there including a nephew from Canada.

I met some charming residents as well as carers and particularly the Manager, Mrs Jane Tamang.

Many friends and acquaintences were there. A sad, but interesting talk given by Lady Grenfell-Baines.

Marian took me to visit students on a Preparation for the Uniformed Services Course, in action at Kendal Fire Station. Wonderful Instructors and very nice young people who were obviously benefiting greatly from the course.

Visited students undertaking an Art Class. Some very impressive work.


11.00am - 12.00noon
A visit to The Queen Katherine School where I was to have met the Head Teacher Mr Stuart Wilkin, but unfortunately he was unable to be there and we have arranged another meeting.

I met various dedicated people and popped in to a Cook.com nurturing programme for younger students which was most impressive.

I really enjoyed the morning and was very interested in all that I saw.

SUPPORTED HOUSING PROJECT (Accent Group Ltd)

Some time ago I agreed with Deb Muscat from the Community Foundation that I would like to make a High Sheriff's Award to this Organisation, which I had visited last year and in due course they were awarded £500. This was to enable them to buy art materials and employ a tutor from time to time to give guidance to the young people residing there. I went back to see how this was going forward. In principle I think the idea has been a success, but some of the people who were originally there have now left and in some cases taken the work they did with them.

I gave them a High Sheriff Award because the work done at Silverdale Street is excellent. They support young single people seeking support or looking for somewhere to live and if they have a housing need, or are at risk of having a housing need.

Meeting of Forum - Cumbria Probation HQ, Lime House, Wetheral.

When Richard Rhodes, Chair of Cumbria Probation Board, invited me to a Probation Board Meeting in January he also invited me to this meeting. I was very pleased to attend and very interested in what was discussed and indeed what the Committee does.

CROPT is very busy working alongside the Probation Service. They create new and meaningful projects for the benefit of offenders and their families.

After the meeting I was to have met with Annette Hennessey, but as her father was ill she had arranged for me to meet with a Senior Probation Officer to learn a little more about the Probation Service. Richard introduced me to her and we had a very interesting discussion about various aspects of the Service, over a cup of tea.

BAE SYSTEMS - BARROW IN FURNESS

10.00am TO 2.00pm
I wrote to John Hudson, Managing Director at BAE, asking if I could bring a party of people to visit, and I was told that I should communicate with Brian Benn, Customer Relations Manager, which I duly did. He arranged a most interesting visit for 12 people, although unfortunately on the day there were only 11.

I think everyone present felt it was a privilege to be there. We were given coffee and a 45 minute introduction to safety procedures and an overview of what we were going to see. After a working lunch we were taken by bus to the Devonshire Docks where we actually saw submarines being built.

We were then taken back to the Boardroom for a final meeting with Brian Benn.

We departed from Barrow at 2pm.

I had been asked to speak at this lunch by The Reverend Reg Harper, who I know quite well through my Church. He asked me to speak about the role of High Sheriff.

The 18 gentlemen present expressed their interest in having learned more about the role as very few of them had know very much about it.

I hope I enlightened them!

YWCA - 1.30pm

I was invited by Impact Housing to South Lakes Foyer, Kendal - 'Sod Cutting Event' at Stricklandgate, Kendal and met representatives from Impact Housing Association for the residential accommodation and YWCA for the Resource Centre, who intend to build 14 self-contained flats for young people ages 16 - 24 years of age, two of which will be fully accessible for disabled young people.

The plans for the Centre look terrific and a wide variety of Agencies have contributed substantially to the capital funding for Kendal Foyer.

I have been invited to visit the Eden Rural Foyer in Penrith, which I look forward to doing.

VISIT TO BAILIFF IN CARLISLE COURTS

A most interesting visit to the Deputy Bailiff, Marilyn Burgess who made us very welcome and also introduced us to her colleague, Kieth Speck.
I had also asked if I could take James Carr with me. This visit should be of future use to James, especially with him living in Carlisle.

I am only sorry that I was not able to make this visit earlier as I would really have liked to know more about the work they do.

THE RISING SUN TRUST - WORKINGTON - MEETING WITH DAVE SMITH
To present a High Sheriff's Shield for the very special work he does there. He also showed us some new initiatives he was taking with Primary Schools. I am full of admiration for the work that is done there.

There are three High Sheriffs' Shields that can be presented during the Shrievalty Year. One is always awarded to Neighbourhood Forum for the work they do. This year I have decided another should go to The Rising Sun, The shield is being engraved at the moment.

CUMBRIA ACTION FOR SOCIAL SUPPORT - CASS
I had asked for £350 from the High Sheriffs' Fund at the Cumbria Community Foundation, and a High Sheriff's Award Certificate for the work they do there.

The C.A.S.S. Floating Support Scheme aims to prevent homelessness by providing support to people whose personal and support needs make it difficult for them to manage a tenancy. The support is not permanent (it can be for a period of up to 2 years) as its purpose is to assist people become more independent.

Rachel Holliday the Project Worker there does an excellent job.

WINDERMERE FIRE STATION
When I took a group of girl friends last year on a Heart Start Course, everyone found it very interesting. Some of them asked if I could organise one for their husbands.

To this end, four attended the evening and felt it was a most worthwhile exercise. David and another friend should have been there but because heavy snow was forecast and they did not manage to get there. Again, thanks to Suzanne, who makes the whole exercise so enjoyable, as well as worthwhile.

Visit to North West Ambulance Service - Bolton, with Mary Whyham MBE, Chairman

David had met with Mary Whyham when he attended the opening of the Centre last September and I was delighted to see the Centre for myself and meet Mary, and also Kevin Mulcahy and Gillian McGill. We were fascinated to see how the Centre operates and to meet some of the highly trained staff.

University of Cumbria - Professor McCaffery
Working Lunch

Professor McCaffery had kindly invited me to meet with him at Paternoster Row and I had asked if I could take the High Sheriff Elect - James Carr with me. We had a most interesting time listening to Professor McCaffery explaining some of the problems that had arisen and also his hopes for the future.

I was glad that James had been with me, as there is now more likelihood of some continuity (the lack of which poses problems for the Office from time to time in my opinion)

A particularly interesting case on which judgement will be made tomorrow.

The day ended at 4.15 to enable the Jurors to catch their trains etc.

Judge's Mess in Carlisle (black tie)

A combined High Court and Circuit Judge's Mess at The Crown Hotel, Wetheral. The Honourable Mr Justice Ryder had been invited to attend.

The dinner had been arranged by Natalie Cornwall, Junior of the Northern Circuit and the food was excellent and the ambience delightful.

A stimulating evening, some excellent speeches and some charming fellow guests.

Funeral Service of Elizabeth Braithwaite, MBE 1932 - 2010

I travelled with Bill Smith, the Mayor of Windermere to Grasmere. We sat with the Leader of the County Council and other dignitaries.

A very lovely service celebrating the life and achievements of this splendid lady, who did a very great deal for Grasmere and for the County.

EDEN VALLEY HOSPICE
12.30PM

I had long wanted to learn more about the Hospice and especially Eden House, the only Children's Hospice in Cumbria (for more information see their website www.edenvalleyhospice.org.uk) Their motto is 'Making every day count, NOT counting every day). The whole day was a heart warming experience.

I was welcomed by The Chief Executive Sheila Goodliffe and the Hospice Chairman Carole Ferguson and given a most excellent lunch by the Head Chef Doug McGarr. We were also joined by Gillian Ward, Head of Nursing Services.

The facilities are excellent - I gather Martyn Lewis, CBE, described it as a "Five Star Facility".

I promised that I would make a point of telling people about what they do.

TTHEATRE BY THE LAKE, KESWICK

Accompanied by my PA, Katy Glass, I attended a Concert for Cumbria when Opera star Lesley Garrett and actor Brian Blessed gave their time to entertain a packed audience in aid of the Cumbria Flood Victims. The Concert was organised by Cumbria County Council, and half the money raised will go to the Flood Recovery Fund and half split between the Rescue Teams including Lake District Search and The Mountain Rescue Association, Bay Search and Rescue, Red Cross and North West Air Ambulance

BARROW IN FURNESS COUNTY COURTS

At the invitation of His Honour Judge Paul Batty QC, I spent the day sitting in Court with him. I found the whole day most interesting and stimulating. And was especially interested to see Jurors being chosen for one of the cases. I left the Court at 4.25pm having really enjoyed the day.

It is interesting to compare the many differences between the Carlisle and Barrow Courts. The former is of course much more modern.

ANNUAL MEETING of the COURT of the University.

Sir Christian Bonington, Chancellor, presided and opened the meeting. And then requested Mr Gordon Johnson, Deputy Pro-Chancellor to take the Chair on his behalf.

Then followed the business of the day and the Annual Report of the Vice-Chancellor, Mr Paul Wellings. After which the University Accounts were discussed and the President of the Lancaster University Students' Union Mr Michael Payne gave an excellent.

Thomas Storey was known to say "if anything can be done to give an impetus to the study and practice of science and the Arts, it would be of advantage to the town."

This Event marked a new beginning for The Storey in the cultural landscape of Lancaster, following three years of renovation work, and it will provide a home for the creative industries to grow and thrive, and facilitates the work of its creative partners to lead contemporary culture. Having known the Institute for some years I was delighted to see what has been achieved there and to meet some of the people involved. Also to renew my acquaintance with Baroness Henig who I knew in the late 1970's at Lancaster University.

Probation Board Meeting - Lime House, Wetheral

I was invited by Richard Rhodes, Chairman of Cumbria Probation Board to attend one of their Monthly meetings.

Annette Hennessy, whom I met at the AGM last year and other members of the Board were also there. I found the meeting most interesting but realised how little I really know about the Probation Service.

If I can find the time before my Year of Office ends I would like to spend some time with Annette learning more about the way the Organisation operates. It would also be nice if James Carr is able to accompany me as I am sure it would help him during his Year.

Cumbria Constabulary Police Awards Ceremony
Held at the Roundthorn Country House

I was asked by the Chief Constable, Craig Mackey, to be present at this Ceremony together with members of the Cumbria Police Authority.

Several long service Awards were presented as well as Certificates of Commendation, Memorial Awards and Shields. As before, I found it very moving hearing of the bravery of these Officers.

After Presentation of Awards the Chief Constable gave a closing Address, after which there was a buffet and social evening,greatly enjoyed by everyone present

The High Sheriffs Association of England and Wales
North-West Regional Meeting

After a warm welcome by the High Sheriff of Lancashire, Suzie Reynolds, and coffee - Hugh Burnett, a Council Member for co-ordinating the Regional Meetings, introduced himself, and talked about the purpose of the meeting.

There were then County reports from the High Sheriffs of Cheshire, Cumbria, Greater Manchester, Lancashire and Merseyside.

Current issues were discussed as well as The Judiciary, and the Emergency Services. After a delicious buffet lunch Tony Harrap from Crimebeat spoke about the Organisation.Keith Tondeur from Debtcred and Credit Action also spoke.

There was then a question and answer session and the meeting ended shortly after 3.30pm.

I was invited by HH Judge Forrester to sit in Court together with Iona Frost-Pennington. We both had a very interesting day. We had lunch in the dining room and HH Judge Batty, HH Judge Hughes and District Judge Simon Smith were also there.

County Council Meeting - County Offices, Kendal
9.30am for 10.00am

David and I were delighted to be able to attend this meeting which we found extremely interesting. We were to have attended on the 19th November 2009 and so it was nice to be able to do this under better weather conditions.

The Chief Constable was present and he paid tribute to Constable Bill Barker, and others who had suffered during the floods and he also mentioned Haiti. He asked everyone to observe a minute silence.

The damage done by both floods and the snow and the gritting of the roads were discussed in much detail, as well as other matters.

We had an excellent viewpoint sitting in the public gallery but I did mention to the Chairman that the sound up there was not very good. He agreed, and I think it is possible that they might install some sort of loud speaker to enable people in the public gallery to have better sound.

The meeting did not break at 12.30 as planned,, but by popular consent continued to nearly 1pm until the majority of the business was finished.

After this the Chairman had invited us for lunch in the Chairman's Room, where we joined the Leader of the Council, Group Leaders, Chief Executive, Vice Chairman and Cllr Bill Cameron who is the longest serving County Councillor.

His Honour Judge Batty asked me to deliver an Award and a cheque for £500 to a very public spirited man who did not want any publicity.

I had been in Court on the day of the Judge's Service on 17th November 2009,when Mr Justice David Clarke made this Award, and asked me if I would deal with it in due course. This was the first time I had been present when an Award was actually suggested and I was delighted to have seen this.

At the invitation of His Hon Judge Batty I had lunch at the Court with him, Her Hon Judge Forrester, His Hon Judge Hughes,and District Judge John Park.

I was to have attended a Talk about the Theatre Royal at The Helena Thompson Museum but it was cancelled due to the state of the pavements and the extreme cold.

I did however meet with Pat Hall and Pat Evans and they kindly showed me round the Theatre which was extremely interesting. I should like to attend a play at some time in the future.

We all had coffee together and afterwards.

Tuesday 5th January 2010

Yet again, I had to postpone two engagements because of the snow.

10.00am I was to have visited Kendal Police Station and meet with Chief Superintendent Paul Kennedy.

David and I were to have had lunch with the Under Sheriff Hugh FitzGerald and his wife Cheryl, so that we could meet with the High Sheriff Elect, James Carr and his wife, to discuss my year, and give him any information he needed.

We have now arranged to catch up after a meeting later in January - to be held at Leighton Hall, if Suzie Reynolds is happy about this.

Tuesday 22nd December 2009

I had been invited to the Christmas Party at the Helena Thompson Museum from 12.30pm onwards. I had particularly wanted to attend this as having been on previous occasions it is always a very happy event. I had also hoped to talk to the people there about the limited edition Print that my family is hoping to sell so that the proceeds can go to The Cumbria Community Foundation for the flood relief appeal.

However, once again I was unable to go and I know they had no snow in Workington at all!

The roads in the South of the County are appalling and little seems to be being done other than to major roads.

Saturday 19th and Sunday 20th December 2009

We had booked to stay at our favourite B & B in Carlisle on the 19th as we were attending a Concert at Carlisle Cathedral at the invitation of The Comandant, Officers and Adults of Cumbria Army Cadet Force and a curry supper afterwards.

However, there was very bad snow here and we were unable to even get down the lane where we live.

I had hoped that the weather might be better the following day because the reason for staying overnight was that I had been invited by the Dean of Carlisle Cathedral, The Rt Revd Mark Boyling, to read a lesson at the Carol Concert at 3pm. I was really disappointed not to be able to do this, but it would have been foolhardy for us to even try to go.

The sad thing is that I gather there was very little snow in Carlisle and it is often very difficult for people to appreciate how bad it can be in other areas.

Tour of Furness General Hospital

As guests of Tony Halsall, Chief Executive of the Morecambe Bay NHS Trust, I visited the Furness General Hospital where I had a most interesting afternoon and was made most welcome.

Accompanied by Tony Halsall, our first visit was to Ward 6 - Medical Ward, where I met the Matron and was shown around.

I was then introduced to the Catering Staff and shown the unbelievable size of the kitchens and the dining room itself and was truly amazed by the number of meals that were catered for every day. The hospital even provides certain foods for other hospitals in the Trust.

The Cumberland Pencil Company

As guests of David Sharrock I invited a party of ten people to be shown around the Pencil Factory at Lillyhall.

I had visited the Museum in Keswick some years ago and found that excellent, both from my own point of view and the children I had with me. However, to actually see the pencils made was very interesting indeed. We were made very welcome and enjoyed a buffet lunch and a gift of some pencils before we left.

Legend has it that in the early 1500s, a violent storm in the Borrowdale area of Cumberland led to trees being uprooted and the discovery of a strange black material underneath. This material turned out to be graphite, and shepherds began using it to make their sheep. A cottage industry of pencil making soon developed, culminating in the formation of the UK's first pencil factory in 1832.

I managed to get back from Workington in time to get home and changed.
David and I arrived at about 7.30pm but dinner did not start on time so that was perfect.

As guests of Richard Johnson of the Cumbria Sports Partnership (an event that we had not known about before), we were welcomed by Eddy Edge, Chair of the Organising Committee. We found it an interesting and inspiring evening, both to see those who were winning Awards as well as to hear Dr Alison Mowbray, Olympic Medallist PhD in Genetic Engineering. who was an Olympic silver medallist at the Athens Olympics. She gave a most inspiring address.

The Major of Carlisle, Cllr Bill Graham and the Mayor of Allerdale, Cllr Binky Armstrong, The Chairman of Cumbria County Council, Cllr Roger Bingham plus Sports Personality Jonathan Edwards were also present.

5th Annual Conference of the Cumbria local Family Justice Council


I was invited by Her Hon Judge Barbara Forrester to attend this Seminar entitled

Drink, Drugs and Children don't mix

Unfortunately I was only able to stay for the morning because of extreme busyness caused in part through the floods. However, I was extremely interested in the excellent lecture given by Dr Raja Mukherjee, Consultant Psychiatrist and Honorary Senior Lecturer, Specialist in FASD.

There must have been over 100 people present at this Conference. Lunch was provided which sadly I was unable to stay for. I gather that the afternoon ended at 4.30pm.

I would very much like to attend this event next year if possible.It opened my eyes to Fetal Alcohol Syndrome.

Ulverston Dickensian Festival 2009

We were asked by the Town Mayor, Councillor Norman Bishop-Rowe, to attend what was a two-day event on Saturday and Sunday in Ulverston.

Unfortunately because there was a Memorial Service for David's cousin, Michael Thornely at Sedbergh School that morning we felt we really would like to support the family , so we did not arrive at the Festival until about 2.30pm

It was very nice to see the Mayor of Kendal, Cllr John Bateson, the Mayor of Ulverston, Mrs Dorothy Dawes and the Mayor of Millom, Cllr Joan Hobbs - and other dignitaries.

We learnt as we were processing round the town, behind the excellent Town Band, that between 20 and 24,000 people attended last year and it certainly looked as though similar numbers were there on that day.

Many people had made a tremendous effort to dress in Dickensian costume and prizes in different categories were handed out by a charming lady representing "Her Majesty Queen Victoria." She was also accompanied by an excellent "Mr Brown."

After prizes were given out we walked through the main part of the town again and were asked to switch the Christmas lights on.

It was altogether a very interesting and enjoyable afternoon and I believe it made us all feel that Christmas was getting very close.
